A medium-coverage, oil-free matte foundation in 40 shades for around $11. It controls shine for a workday, but it can oxidize darker, packaging wastes product, and very dry skin should look elsewhere.
Our verdict
For normal to oily skin this is still one of the best foundations under $12: medium, buildable coverage, an oil-free formula that is non-comedogenic and fragrance-free, and 40 shades. It wears well for a workday rather than the 12 hours claimed, can oxidize slightly darker, and looks patchy on dry or flaky skin. Go one shade lighter if you are between two.

Drugstore foundation has one reliable winner for people who shine by noon, and it has been the same bottle for years. The claim is easy to state: it mattifies, blurs, and costs about the price of a sandwich. The more useful questions are how far that holds past lunchtime and whether your skin tone is actually in the range.
What is in the bottle, and what is not
Maybelline lists the formula as oil-free, non-comedogenic, fragrance-free, dermatologist and allergy tested. The shine-control work is done by blurring micro-powders made from silica, which soak up oil and soften the look of pores. It is a medium-coverage, breathable foundation, not a full-coverage one.

It has no SPF. Maybelline's own FAQ says so and points to its Fit Me primer with SPF 20, and it recommends that primer plus a setting powder for oily skin. We would not treat that primer as sun protection for a day outdoors; put a proper sunscreen under it.
